Senate Health Care reform legislation still costs the most New York

Mark Wagar, president and CEO of Empire Blue Cross Blue Shield called for further improvement of health reporting federal care reform legislation, which now do little to the rising cost of healthcare premiums for the control and too many New Yorkers and to many across the nation to increase.

"We urge Congress not to support a bill that will further increase in the underlying costs of health insurance contributions, that pay New York residents, while at the same time, the subsidization of other countries, "Wagar said. In addition, Wagar Congress specific actions the biggest difference to the New Yorkers, including making:

* Reduce taxes for those who already paid for the health Benefits and not the taxes start until changes come into force of the reform
A stronger * individual mandate for a basic minimum standard benefits package – Potentially reducing New York's individual premiums by more than 60 percent
* Increased investment in the real cost and measures to improve quality for health care providers
* Reduce the disproportionate impact of relocation on Medicaid costs the State of New York
* Answers to the disproportionate high proportion of Medicare beneficiaries shoulder cuts New York

On Saturday released the United States Senate Majority their "Manager's Amendment" the health reform legislation currently being debated in the U.S. Senate. A provision in the amendment included a multi-billion annual tax that is collected is for the health Insurance industry. As stated by the Congressional Budget Office, this tax will get passed on to consumers through higher premiums. The amendment provides explicitly before that, a few not-for-profit health insurance companies are exempt from this tax – essentially leaving for-profit plans, and most not-for-profit plans and their members to the total tax burden on the shoulder.

What does this mean to mean the nearly 17 million New Yorkers who have private health insurance?

It means that the New Yorkers have the burden of payment, which eventually a multi-billion dollar national health insurance through Share Tax. The legislation is already in a much result in higher premiums – add provision for these negative effects. New York is with private coverage forced to subsidize other states These were from the tax by the efforts of some major special interest not free-for-profit organizations in certain States.

Any proposal to tax only certain health plans, create an uneven playing field, without improving access to health benefits coverage or improved health Services. While some plans are technically "not-for-profit", that does not mean they are not "profitable". Insurers are required to To generate a "net income" to help ensure that they pay future claims from members. reflected in many cases not-for-profit merely a tax status under the Internal Revenue Service code and the behavior of not-for-profit and for-profit plans are identical. In fact, in many states, the net income on a per member per month (PMPM) basis for the not-for-profit health insurance is even higher than that of the non-profit health insurers.

Over the Time will contribute to un-equal taxation of erosion and potential insolvency of these plans lead to a disproportionate share of taxes, including plans for profit, as an ever smaller share of the total market would be the burden of maintaining the entire amount of the tax. Paradoxically, the government will ultimately receive less revenue from the tax if there are less people continue to pay tax.

Empire Blue Cross Blue Shield is the largest health insurer in New York support almost six million members and more than 38,000 companies, the Union and small employers in New York.
